Add alert system (news)

Add alert (or news) system for alerting users that the application is under construction or have issues

Why?
Because when app is down (maybe some problems with services like netflix) we must be notified about that and be know that this will be fixed

Add “Hold Down” to “Request support” button when alert active, prevent send request for first click and show to user that currently application fixing issues
